Exactly... Looking at this with logic:

The person is probably trying to prove a point that compare to the white population, most blacks are not into swimming but then again.. That picture failed to highlight the "some blacks" who can swim, love swimming or into water whether them can swim or not.

Also, in that picture, if you look closely, you will see that everyone is looking into one direction, as if someone is giving a speech. So, they were probably instructed to come out of the pool and give a few minutes of attention before them go swim. That's my take on it.
